Inquiry/Citizen Inquiry - Questions about employee conduct which, even if true, would not qualify as a personnel complaint may be handled informally by a department supervisor and shall not be considered complaints. Example: An arrestee makes a complaint that an officer applied handcuffs while he was in the back of a patrol car. In this case, the officer’s actions are covered by department policy and therefore do not rise to the level of a complaint.
